What do sports titles give?

Sport is an activity of people organized according to certain rules, thanks to which physical or mental abilities are compared. Most often, there is a comparison of a person’s physical capabilities, for example, who can run a distance the fastest or lift the most weight.

Sports titles are titles officially assigned by the state, the level of an athlete’s career growth in various fields of sports, that is, his achievements individually or in a team.
Sports titles are awarded for achievements at official sports competitions, subject to compliance with established sports standards, as well as for teaching or coaching activities.

The first Unified All-Russian Sports Classification (EVSK) was introduced in 1994. The EVSK defines the titles “Master of Sports of Russia” (MS), “Master of Sports of Russia in national sports”, “Master of Sports of Russia of international class” (MSMK) or “Grandmaster of Russia”. Contrary to popular belief, a candidate for master of sports of Russia (CMS) is not a sports title, it is only a sports category that requires regular (once every 2 years) confirmation.

Not many people know, but in sports cultivated among the disabled, athletes are also awarded the sports titles “Master of Sports of Russia among the Disabled” (MS) and “Master of Sports of Russia of International Class among the Disabled” (MSMC). In addition, in 1995, the regulations on the honorary sports titles “Honored Master of Sports of Russia” and “Honored Coach of Russia” were approved.

Some athletes really want to get sports titles, without even thinking about what it will give them. We will not go into details and delve into the past, talking about what happened before, but will highlight what is happening in our time.

At the moment, having an official sports title can give an athlete something, but not nearly as much as most people want.

Firstly, a sports title can facilitate admission and study at a physical education or pedagogical university. Typically, teachers are sympathetic to professional athletes, so they meet them in controversial issues.

Secondly, having an official sports title gives athletes an advantage when applying for jobs in state sports institutions. For example, if an athlete wants to go work as a coach at a children's youth sports school (Youth Sports School), then having a sports title will be a good plus on his resume, although it is possible that he will be hired without any sports merits.

Thirdly, the presence of an official rank is taken into account when serving in the army, and is also a reason for receiving a salary increase for employees of the FSB and other government agencies.

Most people might say that the first two points are not a good incentive to get a sports title, and they would be partly right. In the conditions of modern life, benefits when entering an educational institution or a tick on a resume for a job are unlikely to interest anyone. But an increase in salary for each title will be a very good bonus for a professional athlete.

Now we were talking about official sports titles, but as many already know, in addition to this, there are also titles of alternative federations. The difference between official and alternative federations is that the latter do not have state support, therefore, athletes competing there cannot receive sports titles officially recognized in Russia.

In Bodybuilding and especially Powerlifting, there are many alternative federations whose activities are observed in Russia. In addition to the official federation called the FBFR (IFBB), Bodybuilding competitions are also held by WFF, NAC and NABBA. It is worth noting that in recent years the number of tournaments held by alternative federations has decreased several times, partly due to the fact that many athletes began to move to the FBFR, in the hope of receiving, in addition to medals, cash prizes that are given at some tournaments.

In Powerlifting the situation is similar, in addition to the official federation FPR (IPF), competitions are also held by NAP, VITYAZ, SPR and WRP. All of the listed federations have their own sports titles and categories, which are awarded for achievements in competitions. But unlike the title of Master of Sports of Russia, any titles of alternative federations do not provide the benefits that were described earlier, in particular they do not give an increase in salary.

However, having any sports titles or victories in competitions in any sport has certain benefits for the athlete, especially if he works as a coach. You may have noticed that in most sports clubs, employees have a published resume that lists their most significant achievements.

The presence of sports titles or victories in competitions in any federation, regardless of whether it was officially recognized or not, indicates that a person has a certain level of training and experience in this sport, that is, in part, the presence of a sports title is confirmation of qualifications specialist

It is impossible to say with certainty whether ordinary people now need sports titles, or whether it is rather a relic of the past that is useless in modern life. But it can be assumed that regardless of what sport and federation the athlete performs, the sports title, be it 3rd category, ZMS or just a place taken in some tournament, first of all it is a pleasant memory of the past for the person himself and people close to him.

Therefore, sports titles are something useful, as they give people positive emotions and an incentive for development.

In accordance with Part 1 of Art. 22 of the Federal Law on Sports in the Russian Federation establishes the following sports titles:

1) master of sports of Russia of international class;

2) master of sports of Russia;

3) grandmaster of Russia.

According to Part 2 of Art. 22 of the Federal Law on Sports in the Russian Federation establishes the following sports categories from lowest to highest:

1) candidate for master of sports;

2) first sports category;

3) second sports category;

4) third sports category;

5) first youth sports category;

6) second youth sports category;

7) third youth sports category.

The norms and requirements, the fulfillment of which is necessary for the assignment of the corresponding sports titles and sports categories in sports included in the All-Russian Register of Sports, as well as the conditions for fulfilling these norms and requirements, are established by the Unified All-Russian Sports Classification (hereinafter also referred to as UESC). The Regulations on the Unified All-Russian Sports Classification, approved by Order of the Ministry of Sports and Tourism of Russia dated November 21, 2008 N° 481 (hereinafter also referred to as the Regulations), determines the content of these norms, requirements and conditions, and also establishes the procedure for the formation of the EVSC and the procedure for assigning sports titles and sports categories in various sports.

In accordance with Part 6 of Art. 22 of the Federal Law on Sports, sports titles are assigned by the Ministry of Sports of Russia in the manner established by the Regulations on the EVSK. Sports categories in accordance with Part 7 of Art. 22 of the Federal Law on Sports are assigned by executive authorities of the constituent entities of the Russian Federation in the field of physical culture and sports in the manner established by the Regulations.

The goals of the EVSK are to attract citizens of the Russian Federation to actively engage in sports, increase the level of sportsmanship of those involved in sports, establish requirements, norms and conditions for their implementation, taking into account the development of a particular sport in the Russian Federation and in the world, and improve the system of sports competitions.

The sports titles and sports categories listed above are awarded for fulfilling the requirements and norms of the ESK, subject to the conditions for their fulfillment based on the results of official sports competitions, including:

a) international sports competitions - Olympic, Paralympic, Deaflympic Games, World Championships, World Games, World Cups, World Championships, European Championships, European Cups, European Championships, other international sports competitions;

b) all-Russian sports competitions - Russian championships, Russian cups, Russian championships, other all-Russian sports competitions;

c) interregional sports competitions - championships of federal districts of the Russian Federation, championships of federal districts of the Russian Federation, zonal competitions with the participation of sports teams (clubs) of constituent entities of the Russian Federation from two or more federal districts of the Russian Federation, which are qualifying for championships or championships of the Russian Federation;

D) regional sports competitions - championships of the constituent entities of the Russian Federation, cups of the constituent entities of the Russian Federation, championships of the constituent entities of the Russian Federation, other sports competitions of the constituent entities of the Russian Federation;

e) municipal sports competitions - championships of municipal entities, championships of municipal entities, other sports competitions of municipal entities.

The EVSC includes requirements, norms and conditions for their implementation for the assignment of sports categories and sports titles based on the results of athletes’ performances at the next official sports competitions.

a) Olympic, Paralympic, Deaflympics, Youth Olympic Games, European Youth Olympic Festival;

b) sports competitions held on a territorial basis (among sports teams of municipalities, constituent entities of the Russian Federation, federal districts of the Russian Federation, countries), with the participation of the strongest athletes (sports teams) without upper age restrictions (hereinafter referred to as championships). In team sports, championships can be held among the strongest teams of physical culture and sports organizations, including sports clubs, relevant administrative-territorial entities, if this is established by the provisions (regulations) of such sports competitions;

c) sports competitions held among athletes (sports teams) without an upper age limit and, as a rule, in several stages (hereinafter referred to as cups). In cups, along with awarding the winners in individual types of programs, the cup is played and awarded to the winner in the form of a competition program with the participation of three or more athletes (groups, crews, pairs, etc.) in each of the opposing sides, the results of which are summed up to determine the team - winners in team competitions or when ranking (determining the team standings) sports teams participating in sports competitions based on the performance of athletes (groups, crews, pairs, etc.) in all types of competition programs, including team competitions without medals and awarding sports titles and sports categories based on the results of the team competition;

d) sports competitions held on a territorial basis (among sports teams of municipalities, constituent entities of the Russian Federation, federal districts of the Russian Federation, countries), with the participation of children, adolescents, youth with age restrictions for participants in sports competitions (hereinafter referred to as championships). In team sports, championships can be held among the strongest teams of physical education and sports organizations, including sports cups, if this is established by the provisions (regulations) of such sports competitions;

e) other official international, all-Russian, interregional, regional, municipal sports competitions.

Official sports competitions in the Russian Federation, based on the results of performances at which athletes are awarded sports titles and sports categories, are held in accordance with the rules of sports approved in the manner established by the Federal Law on Sports.

In the absence of approved requirements and standards for a sport (sports discipline), sports titles and sports categories in a given sport (sports discipline) are not assigned.

The requirements and norms of the ESK, the fulfillment of which is necessary for the assignment of the corresponding sports titles and sports categories, as well as the conditions for their implementation, are established based on the level of development of the sport and its disciplines, the status of sports competitions, the gender and age of the athletes.

The requirements for conferring a sports title or sports category are::

a) a place taken in official sports competitions of the corresponding status;

b) the required number of victories over athletes of the corresponding category or title within one year at official sports competitions.

The conditions for meeting the requirements and standards for the assignment of sports titles and sports categories are::

a) the number of countries participating at all stages in official international sports competitions, but not less than:

  • for championships, cups, world championships - in summer sports - 35 countries, in winter sports - 15 countries, in sports that are practiced only by women - 20 countries;
  • for championships, cups, European championships - in summer sports - 20 countries, in winter sports - 10 countries, in sports that are practiced only by women - 12 countries;
  • for other official international sports competitions - in summer sports 15 countries, winter sports and women's only sports 8 countries;

b) the number of constituent entities of the Russian Federation participating at all stages in official all-Russian and interregional sports competitions, but not less than:

  • for championships and championships of federal districts of the Russian Federation - half of the constituent entities of the Russian Federation included in the corresponding federal district, and for sports that are developed by all-Russian sports federations in accordance with Part 4 of Art. 14 of the Federal Law on Sports - at least 90% of the constituent entities of the Russian Federation included in the corresponding federal district, on the territory of which the specified sport is developing;

c) the number of participants (athletes, pairs, groups, crews), sports teams in the form of a program, but not less than:

  • for championships, cups, world or European championships - in summer, winter sports and sports practiced only by women, 10 participants, sports teams; in sports among disabled people and persons with limited health capabilities - 6 participants, sports teams;
  • for other official international sports competitions - in summer sports - 10 participants, sports teams; in winter sports and sports practiced only by women - 8 participants; in sports among disabled people and persons with limited health capabilities - 6 participants, sports teams;
  • for championships, cups, championships of the Russian Federation, other official all-Russian sports competitions - in sports among disabled people and persons with disabilities - 6 participants, sports teams; in other sports - 10 participants, sports teams (when holding sports competitions according to the system with elimination after the first defeat - 8 participants, sports teams);
  • for championships, championships of federal districts of the Russian Federation - in sports among disabled people and persons with limited health capabilities - 6 participants, sports teams; in other sports - 8 participants, sports teams;
  • for the championship, cup, championship, other official competitions of the constituent entity of the Russian Federation, championship, championship, other official competitions of the municipality - in sports among the disabled and persons with disabilities - 5 participants, sports teams; in other sports - 8 participants, sports teams;

d) age groups for official sports competitions among children, adolescents, youth (championships), while for such all-Russian and interregional sports competitions the number of age groups cannot exceed their number at the world or European championships for the corresponding sport (sports discipline) plus one next youngest age group;

e) the minimum age of an athlete at which the corresponding sports title, sports category is assigned;

f) the number of sports judges with the appropriate qualification category (except for official international sports competitions), but not less than:

  • for awarding the sports title “Master of Sports of Russia” - three sports judges of the All-Russian category;
  • to assign the sports category of Master of Sports - two sports judges of the All-Russian category;
  • for assignment of the first sports category, - 7 three sports judges of the first category and above;
  • for the assignment of other sports categories - five sports judges of any category;

g) the number of performances, fights, games, etc.;

h) the number of starts in the preliminary (qualifying) stage of official sports competitions;

i) use of appropriate means of measuring results; j) other special conditions based on the specifics of the sport and

systems for conducting specific sports competitions.

If representatives of a smaller number of countries took part in the championship, championship or world cup than provided for in the second paragraph of paragraph “a”, sports titles and sports categories based on the results of the athletes’ performance at such competitions are assigned in accordance with the norms and requirements established respectively for the championship, championship or European Cup.

If representatives of fewer countries than those provided for in the second and third paragraphs of paragraph “a” took part in the championship, championship, World Cup or European Cup, sports titles and sports categories based on the results of the athletes’ performance at such competitions are assigned in accordance with the norms and requirements established for "other official international sporting events".

Sports titles and sports categories based on the performance of athletes at the World or European Cup stages are awarded in accordance with the norms and requirements established for other official international sports competitions in accordance with the above requirements.

For fulfilling the requirements and standards at official international sports competitions, sports titles and sports categories are awarded only if the athlete participated in the specified sports competitions as part of the sports team of the Russian Federation.

If representatives of a smaller number of constituent entities of the Russian Federation took part in the championship or superiority of the Russian Federation than provided for in the second paragraph of paragraph “b”, sports titles and sports categories based on the results of the athletes’ performance at such competitions are assigned in accordance with the norms and requirements established respectively for the championship or championship of the federal district of the Russian Federation.

Sports titles and sports categories based on the performance of athletes at the stages of the Russian Cup are assigned in accordance with the norms and requirements established for other official all-Russian sports competitions.

If representatives of a smaller number of constituent entities of the Russian Federation took part in the championship or championship of the federal district of the Russian Federation than provided for in the third paragraph of paragraph “b”, sports titles and sports categories based on the results of the athletes’ performance at such competitions are assigned in accordance with the norms and requirements established respectively for championship or championship of a constituent entity of the Russian Federation.

The requirements and standards fulfilled at the championship and championship of the federal cities of Moscow or St. Petersburg are equal to the requirements and standards, respectively, of the championship and championship of the federal district of the Russian Federation.

Sports title “Master of Sports of Russia of International Class”(hereinafter - MSMK) is assigned to an athlete who has set or confirmed a world or European record in sports disciplines included in the Olympic program, if this record is registered by an international sports federation for the relevant sport and if the athlete played for the sports team of the Russian Federation.

If to assign the sports title of MSMK in the form of a program, only the fulfillment of norms is provided and Russian athletes won a medal in it at the last Olympic (Paralympic, Deaflympic) Games, then in these cases the sports title of MSMK can be awarded for the result shown at the Russian Championship or Cup, if this is provided for by the EVSK. The Youth Olympic Games are equivalent to the world championship in the corresponding age groups. The European Youth Olympic Festival is equivalent to the European Championship in the relevant age groups.

In accordance with Part 9 of Art. 22 of the Federal Law on Sports, honorary sports titles are established for persons who have outstanding achievements and special services to the Russian Federation in the field of physical culture and sports. The Regulations on the conferment of honorary sports titles (hereinafter also referred to as the Regulations) were approved by order of the Ministry of Sports and Tourism of Russia dated November 27, 2008 No. 551 and establishes honorary sports titles, and also determines the procedure and conditions for their conferment.

Honorary sports titles are established in order to encourage and morally stimulate citizens of the Russian Federation who have outstanding achievements and special services to the Russian Federation in the field of elite sports.

One of the honorary sports titles provided for by the Regulations is the title “Honored Master of Sports of Russia,” which is awarded by the Ministry of Sports of the Russian Federation for sports included in the All-Russian Register of Sports (ARVS).

The honorary sports title “Honored Master of Sports of Russia” is awarded to athletes who took part in the sports team of the Russian Federation:

a) 1st-3rd places at the Olympic, Paralympic, Deaflympics in individual and (or) team competitions or competitions in team team sports;

b) 1st place at the World Championships, or the World Cup, or the European Championships, or the European Cup as part of the sports team of the Russian Federation and at the same time gaining 150 or more qualifying points in accordance with the table. 6.3.

In competitions consisting of a series of stages, qualifying points are not awarded for a single stage.

In sports that do not have international competitions, only qualifying scores are required.

Qualifying points for results shown at world championships or cups are awarded if representatives of at least 35 countries (15 countries for winter sports disciplines) participated in them (at all stages) and at the same time at least 10 athletes (pairs) competed in each type of program , groups, crews, etc.), teams. For sports that are practiced only by women, there are at least 20 countries. If representatives of a smaller number of countries took part in the World Championship or World Cup, then qualifying points for such sports competitions are awarded as for the European Championship or European Cup, respectively.

Qualifying points for results shown at European championships or cups are awarded if representatives of at least 20 countries (10 countries for winter sports disciplines) participated in them (at all stages) and at the same time at least 10 athletes (pairs) competed in each type of program , groups, crews, etc.), teams. For sports that are played only by women, there are at least 12 countries.

As an exception, the honorary sports title “Honored Master of Sports of Russia” can be awarded to athletes for their outstanding contribution to increasing the authority of the Russian Federation and Russian sports at the international level, displaying exceptional courage and skill.

The current sports classification includes almost all sports cultivated in the country. It is quite conventional, in a single gradation according to sports ranks and categories, standards and requirements are presented that characterize the level of preparedness of athletes, their sports results and achievements.

The conventionality of bringing different sports categories and titles into a single system (for example, marathon running - weightlifting) is combined with the scientific nature of such systematization, which is based on the statistical reliability of the established labor intensity and the actual time frame for achieving the same category. Thus, gifted young people usually receive the title “Master of Sports” after six to eight years of regular and intense sports training. The realistically possible deadlines for achieving the standards and requirements of individual categories and titles are also certain time guidelines for both beginners and highly qualified athletes. The athlete's advancement from rank to rank serves as a criterion for the effectiveness of the training process.

A unified sports classification is not something given once and for all, frozen, it has a moving, dynamic character. Periodically, adjustments are made to it related to sports practice, which is influenced by progressive changes in the theory and practice of training athletes, their technical equipment, etc.

Particularly noteworthy is the presence of a sports classification for national sports. Clause 5 of Art. 2 of the Federal Law on Sports defines national sports as sports that have historically developed in ethnic groups of the population, have a socio-cultural orientation and develop within one subject of the Russian Federation.

National sports are cultivated in certain regions of the Russian Federation. They are based on traditional folk exercises and games, historically associated with the way of life and the characteristics of people’s work in the conditions of these regions. Some of these sports require extraordinary physical and special sports and technical preparedness. Thus, the “northern all-around”, which is especially common in the reindeer herding regions of the Far North, includes repeated jumps on two legs over sleds, throwing a hatchet at a distance, throwing a lasso (tynzian) on a vertical pole - trochee (used to control the reindeer team) , running 3 km over rough terrain with a stick (the stick helps maintain balance on small uneven surfaces and obstacles in the tundra).

In many republics of the Russian Federation, many original sports competitions in national sports (for example, wrestling) are held annually. In the central regions of Russia, such national games as “lapta” and “gorodki” are known. There are many more similar examples of national sports in other regions of the country. The most common of them are presented in a single sports classification.

According to Part 10 of Art. 22 of the Federal Law on Sports, sports titles and sports categories in national sports, the content of norms, requirements and conditions for their assignment, the procedure for their assignment are established by executive authorities in the field of physical culture and sports of the constituent entities of the Russian Federation, on whose territories the development of national sports is carried out . State authorities of the constituent entities of the Russian Federation, in the territories of which the development of national sports is carried out, may establish honorary sports titles in these sports.

The title of master of sports in these types is awarded at the federal level, although they are, as a rule, cultivated only in certain regions, for example in Yakutia, Tatarstan, Dagestan, etc. Sports categories are assigned by regional sports organizations, i.e. in places.

Honorary sports title. The standard abbreviation in sports reference literature is ZMS. The title “Honored Master of Sports” was established in the USSR in 1934 (since 1983 the official name is “Honored Master of Sports of the USSR”). Youth ranks are assigned only in those sports where age objectively gives an overwhelming advantage over the opponent, regardless of his level of training (where such qualities as physical strength, speed of movement, endurance, and reaction speed are decisive). In those sports where age does not play a determining role (for example, in intellectual games), youth ranks are not assigned.

Requirements and procedure for awarding titles

The basis for assigning a rank or title is the achievement of a certain objectively measurable result of sports activity. The following may be recognized as such:
  1. Occupying a certain place when performing in an official competition provided for by the standards.
  2. Achieving the number of victories specified by the standards over opponents of the corresponding rank or category. Victories achieved during the last year are taken into account only in official competitions, the level of which meets the standards.
  3. Fulfillment of quantitative standards in those sports where such are possible (for example, weightlifting) at official competitions of the level corresponding to the standards.
Each title (category) provides for a certain minimum age of the athlete from which this title can be awarded. To be awarded the title MSMK or “Grandmaster of Russia,” an athlete must participate for Russia in international competitions at the appropriate level. For competitions based on the results of which titles and categories are awarded, standards are established for the level, composition of participants, the required number of judges of a certain category, the required number of opponents, the number of games, fights, performances in the main and preliminary (qualifying) part of the competition. For international competitions, based on the results of which the highest ranks are awarded, the required minimum number of participating countries is determined. The highest ranks (MSMK, Grandmaster of Russia) are approved by the Federal Agency for Physical Culture and Sports. Lower ranks and categories are assigned to athletes by regional or local (depending on the rank or rank) executive bodies for physical culture and sports. Sports titles are awarded only to citizens of the Russian Federation.
Sports categories must be confirmed at least once every two years.
